  3. performance (in education, by competitive
  4. examinations), which therefore favours
  5. intelligence and ability rather than social
  6. position or wealth. The result is the
  7. creation of an elite group. The term was
  8. coined by Michael Young in his The Rise of
  9. the Meritocracy 1958. The Chinese Mandarin
  10. system was based on the testing of scholars
  11. to work for the emperor; they rose through
  12. the ranks, as do civil service employees.
